The Network Statement 2023 describes the railway network in Sweden managed by Trafikverket during 2023. It is valid from December 11th 2022 to December 9th 2023.

Amendment 1: 2022-02-08

Chapter 1 – the list with definitions has been supplemented with the definition for operational period.
Annex 1 A Contacts – new contact information for train formation services at Hagalund.
Section 2.3.4 Reference profile (loading gauge) has been supplemented with information on the national profiles G2 and NO1.
Annex 2 A Barrier-free length and platforms – new information regarding Skurup, Gärsnäs, Simrishamn, Mariedamm, Gustafs and Krokvik-Vassijaure.
Annex 2 B Track standard data – new information on detectors in a few locations.
Annex 2 C HPS per line – adjusted information regarding (Skymossen)-(Mjölby).
Section 4.2 General description of the process has been supplemented with information on the implementation of TAF/TAP requiring a Company code. The section has also been supplemented with information regarding successive planning.
Section 4.5.1.1 The Swedish Transport Administration’s requirements for capacity for engineering works has been supplemented with information regarding the need for adjustments of temporary capacity restrictions.
Annex 4 F Capacity plans, section 2.4.3 Running time adjustment due to available infrastructure has been corrected with the running time adjustment for regional trains on the line Örebro-Hovsta.
Section 7.3.4.4 Charges and Section 7.3.4.6 Allocation of service – new information regarding train formation services at Hagalund.
Annex 7 A Available infrastructure for holding – changes for Värnamo, Långsele, Ånge and Gävle godsbangård.
Section 8.3.1 The Swedish Transport Administration’s delivery has been supplemented with information regarding maintenance and inspections.

Annex 4 F Capacity plans, Section 2.4.2 Division of available infrastructure into stages, has been updated.

Section 4.2.1.2 Temporary capacity restrictions has been reformulated.
Section 4.2.2.3 Proposal for the annual timetable, the text has been updated on engineering works.
In Section 4.5 Path allocation process the table has been updated with new start and end date for the consultation period for, and the date for establishment of, temporary capacity restrictions for medium and minor impact for the annual timetable 2023.
Section 4.5.7 Established annual timetable, the second paragraph has been reformulated regarding the established engineering works plan.

Amendment 4: 2022-05-06

Section 4.6.1 Allocation of capacity after congestion has been clarified with information about the possibility to use the priority criteria before coordination has started.
In Section 4.8.2.1 Revision of the annual timetable the first two paragraphs have been revised due to changes because of MPK.
Annex 4 B Priority criteria, section 1.1 The purpose of the priority criteria and section 1.5 Basic principles have been clarified with information about the possibility to use the priority criteria before coordination has started.
In Annex 5 B Delay and cancellation codes, the table in section 3 Code list for trains cancelled at short notice and in connection with cancellation has been updated with new codes.

New Section 6.3.2.1 Operation of the signal interlocking system at Ånge godsbangård.

Due to the implementation of the new railway legislation from June 1st 2022, the following changes have been implemented:

The definition for service facility operator has been added. The term has replaced the previously used term service provider throughout the document.
The definition for the Swedish Transport Administration’s railway network has been changed.
References in the document to the previous legislation has been replaced with references to the new.

The following changes have been implemented to reflect the Swedish version better:

The title in Section Charges for specific infrastructure projects has been changed to Charges for passage over the Öresund Link.

Section 5.3.5 Charging system for minimum access package (train path), has been updated with information on invoicing of actually used route during re-routing.
The charges described in Section 5.6.1, 5.7.1.3, and 5.7.1.4 are zero (0) SEK during part of the annual timetable 2023.
Section 5.7.1.1 and Section 5.7.4.1 – the JIA-codes are temporarily free of charge during the annual timetable 2023.
Correction of an error under Section 5.7.2.3 Cancelled trains, single-direction model – the section does not cover trains cancelled or adjusted at short notice.
Section 5.9 Billing, added information on template invoicing and retroactive invoicing.
Annex 5 C has been supplemented with a new table 2.2.
Updated version of Annex 7 A Available infrastructure for holding.
Section 8.4.2 Charge in the event of re-routing, has been removed.

Section 5.4.1 Provision of traction current has been updated, where the railway undertakings have the option to choose if they want buy traction current with or without guarantees of origin.
Section 7.3.4 Marshalling yards and train formation facilities, Section 7.3.4.5 Access conditions, has been updated with information on requirements of completed emergency status plan training for railway yards with an established emergency status plan.
Annex 7 A Available infrastructure for holding has been updated.

Section 5.3.4.3 has been removed and necessary information is described in “Stops for replacement traffic”.

Section 5.4.2, the paragraph on Transport conditions has been updated.
Section 5.6.1, section 5.7.1.3 and section 5.7.1.4 have been updated, and due to technical reasons, the Swedish Transport Administration will temporarily put the charge at zero (0) SEK during the annual timetable 2023 until correct data can be obatined.
Annex 5 B Delay and cancellation codes has been updated.
Section 6.2.1, on electric safety, has been updated.
Section 6.2.3.1, section 6.2.3.2 and section 6.2.3.3 have been updated to reflect the adaptions due to the introduction of MPK.
