Requirements for speed compliance in construction procurement

Trafikverket’s contractors and their subcontractors must measure and report speed compliance at an aggregated level in our construction contracts.

The first step will be a number of investment projects with contracts exceeding SEK 50 million that will be subject to this requirement in spring 2025. The requirement will gradually be expanded to include more projects.

Half of the light and heavy vehicles used for more than 200 hours must measure speed compliance within the projects; this amounts to approximately 20–30 vehicles in these projects. Reporting must be based on input data collected at high frequency from the vehicles.

The technical solution may be retrofitted, factory-installed, or based on existing equipment already used for other reporting to the client. Both Fleet Management systems and ISA systems can be used. The prerequisite is that the unit uses updated digital maps and not static ones. Using a system that combines GNSS and digital speed maps is recommended.

Reporting must be done monthly, ten days after the end of the month, and submitted to the project manager in the format provided under “Documents” below (Excel or pdf file). Files must be uploaded to the Project Portal. Reporting must be on an aggregated level, showing the total mileage of all vehicles combined and the proportion of mileage where the speed limit was exceeded in different intervals.

Trafikverket procures contracts worth SEK 65–70 billion every year, with infrastructure construction projects making up a large part of this. This makes us an important actor with the ability to influence the development of the industry.

Sustainable speeds are about both traffic safety and working environment. More than half of all traffic exceeds the speed limit, and about 70% of all heavy traffic exceeds the limit. If everyone kept to the speed limits, we could save around 50 lives each year while also reducing carbon dioxide emissions.
