Framework agreement design and planning
The Swedish Transport Administration has a national framework agreement for planning/project design, within which most procurements in this area are carried out.
The framework agreement includes 9 consultancy firms, covers both roads and railways and is divided into five regions, with a ranking list for each region. Call-offs of up to SEK 2 million are done according to a ranking list. Consultancy assignments with an estimated contract value exceeding SEK 2 million are awarded outside of the framework agreement and are open to all suppliers.
