Calls are published by CINEA (European Climate, Infrastructure and Environment Executive Agency). They have a publication date and a deadline for applications. In parallel, there is a timeline for the Swedish review process. All applications where a project will take place on Swedish soil, will need a “Member State Letter of Support” in order for the application to be eligible. Because of this, please adhere to the deadlines published by the Swedish CEF secretariat for each call. Please find below a typical timeline with information about each step:
Call publication
CINEA will publish each call on their website. However, the Swedish CEF secretariat usually have knowledge about upcoming calls in advance. Therefore, contact the secretariat at an early stage to stay a step ahead.

Information calls
CINEA will typically hold a digital information call a few weeks after the call publication. These are typically comprehensive calls with opportunities to ask questions. The Swedish CEF secretariat usually complement this call with a “Swedish information call” shortly thereafter, where fewer participants allow for a more flexible meeting.
Project PM
All prospective applicants with Swedish actors involved need to send a project PM to the Swedish CEF secretariat. The PM should describe the foreseen project including a motivation. There is an English template at this website. The deadline would typically be about a month after the call publication. The project PM is non-binding. It serves as a starting point for dialogue with the CEF-secretariat and each applicant will get a National Coordinator as a designated contact point.
Dialogue with the Swedish CEF secretariat
Above all, the dialogue phase is an opportunity to ask questions and get support in order for the applications to become successful. A CEF-application will take time and effort to complete. Because of this, the Swedish CEF secretariat also want to make sure that applicants don’t spend unnecessary efforts on ineligible applications. Analysing the call text is at times complicated. However, a decision on whether to apply or not is always made by the applicant.
Final application to the Swedish CEF secretariat
A “Swedish” deadline will be set, typically a month (or more if holiday season) before the final deadline to CINEA. This since a Swedish Government decision is necessary for completing the application with the mandatory “Member State Letter of Support” supporting document.
Please make sure that you include the National Coordinators from the Swedish CEF Secretariat in your application (on the EU Funding & Tenders Portal) with full access, since this allows us to review your application before issuing our recommendation to the Swedish Ministry of Rural Affairs and Transport. The Ministry then takes over responsibility and prepare the Government decision.
Once a decision has been made, concerned applicants will be informed, and those approved will receive a signed “Member State Letter of Support”.
